IRCC converts PTE Core skill scores, not the overall score, to Canadian Language Benchmark levels. Find the range for Speaking, Listening, Reading and Writing separately, then compare all four CLB results with the program rule. One skill below the required boundary can miss the language minimum even when the overall report looks strong.
Official PTE Core conversion
| CLB | Speaking | Listening | Reading | Writing |
|---|---|---|---|---|
| 10+ | 89+ | 89+ | 88+ | 90 |
| 9 | 84–88 | 82–88 | 78–87 | 88–89 |
| 8 | 76–83 | 71–81 | 69–77 | 79–87 |
| 7 | 68–75 | 60–70 | 60–68 | 69–78 |
| 6 | 59–67 | 50–59 | 51–59 | 60–68 |
| 5 | 51–58 | 39–49 | 42–50 | 51–59 |
| 4 | 42–50 | 28–38 | 33–41 | 41–50 |
These ranges come from IRCC's Express Entry language-test page. A score below the lowest displayed CLB 4 range for that skill does not meet CLB 4 and must not be rounded up. Use the live table for an application because immigration rules can change.
Worked example: the lowest skill controls eligibility
Fictional candidate Diego receives:
- Speaking 72, which converts to CLB 7
- Listening 66, which converts to CLB 7
- Reading 58, which converts to CLB 6
- Writing 74, which converts to CLB 7
Diego does not have CLB 7 in all four abilities. His Reading result remains CLB 6, even if his overall PTE Core score is high. If his program requires CLB 7 in every ability, he has not met that language minimum.
This is why an overall-score calculator is unsuitable for Express Entry. Enter the four skill scores exactly as IRCC requests.
Match the table to your program
Current federal minimums differ:
- Federal Skilled Worker Program: CLB 7 in all four abilities for the first official language minimum.
- Canadian Experience Class: CLB 7 for TEER 0 or 1 occupations, and CLB 5 for TEER 2 or 3.
- Federal Skilled Trades Program: CLB 5 in speaking and listening, and CLB 4 in reading and writing.
Meeting a language minimum does not establish full eligibility or guarantee an invitation. Check the PTE Core Canada PR guide for the program-level decision process.
Plan practice from the conversion boundary
Find the skill closest to the next required boundary. Build a buffer rather than aiming for the exact minimum in every mock. For Diego, reading accuracy deserves priority, but he should maintain the other three skills.
Practise tasks in Core Speaking, Core Writing, Core Reading and Core Listening. Keep a record of raw PTE skill scores and converted CLB levels in separate columns so you do not mix the two scales.
